Karachi has been the target of a number of terrorists attacks - there are of several type - there are those amongst religious sects the Shias and the Sunnis, there are factions between both Shia and Sunni groups. They primarily attack eachother's mosques or assassinate eachother's leaders. Then of course there is the international 'War on Terror' - the result is some terrorists slip into the city and try to attack the consulates of the countries forming the coalition forces in Afghanistan or those who are in some way affiliated or sympathetic to the cause.
The residences and offices are targetted - but these are scattered all over the city. Immediately after an attack has taken place, then all traffic on that road is stopped indefinitely - causing unnecessary traffic jams elsewhere.
Things have come to such a state that many major roads cannot be used and alternative ones have to be used - this is time consuming and extremely irritating. Most Karachites are seeing their city being divided in seperate regions controlled by the consulates of different countries - a return to bad old colonial times.
Such terrorist attacks do not take place in Islamabad where all the embassies are located, the reason capital has a 'diplomatic enclave', all the diplomats have their offices as well as their houses and are very secure - it is far removed from main area of the capital which does not result in terrible traffic jams which the people in Karachi suffer from.
If the junta had any sense it would have started building a similar zone in Karachi so that all the consulates can be re-located to some safer area with a round the clock security system it should be walled and have barb wires. The envoys would have their homes there also. The benefit would be that the traffic jams because of road blocks would end.
The road blocking is annoying everyone who lives in the city. But then the junta does not care what people think anyway. Instead of the envoys being diplomatic are being exactly the opposite - no one can pass by their residence let alone park ones car - if anyone does these envoys are extremely rude with anyone who does, as if they own the city. What they conveniently forget is that they don't. Their attitude should not result up into mass resentment An envoy's job is to make friends not enemies.
