In Islamabad a residential area has come under control of an authority (which has been praised to the skies0 - it only means the people living in that residential area will not the previlege represenatation. They will be subject to the whims and fancies of the those who run the administration of the authority. Instead of being called a housing society in which all the people living in the residential area had a say in the problems which they faced - now those rights have been taken away from them.
It is as if the people cannot be trusted to look after their own interests. In Karachi the Defence Housing Authority exists it is a part of the Cantonment Board. A cantonment use to a British military base and housing area. These should have been done away after 1947 - but they continued. The military not only runs the country, it is also the biggest real estate businessmen. The military has also entered the education business - providing dubious degrees to students.
When the most hated and fortunately dead General Zia-ul-Haq was running the country, he transformed the Defence Housing Society in Karachi into Defence Housing Authority. Then all the private schools which functioning there were forcibly closed and the military set up its own schools and colleges. The most insidious of all things that crook of a general started was create artificial shortage of water in Defence Housing Authority, so that low ranked military officers could make money by supplying water through tankers and charging for it what was even a bigger fraud was that the Cantonment Board would send its annual water bill, although it did not supply any water. In some areas there are no water and sewerage pipelines - even then the Cantonment Board sends its bills.
When the Defence Housing Authority is approached they say it is not their problem, the Cantonment Board is responsible. When the Cantonment Board is approached it pins the blame on Defence Housing Authority. The Defence Housing Authority is above the law in every respect. It can charge what it likes, when it likes. It has now started taking a percentage on real estate deals. Some people have a plot in their name but do not have the money to build a house - the Defence Housing Authority is charging for 'undeveloped' or 'unused' plots by imposing fines. No one can challenge such ridiculous and fraudulent decisions. The Defence Housing Authorities and cantonment boards are run by the increasingly hated military. It does not believe in public representation. It does not believe in being accountable for its actions. The military has ensured that that there should be absolutely no freedom in the country.
Once a military truck was speeding on a street and ran over a child and killed him. The military is above the law in such matters. It can kill any civilian it wants as it wants to and no can question them. In full public view two soldiers shot and killed eachother, there was a complete blackout on such news. Some years back a military officer went on a rampage and massacred some villagers. The military tried its utmost to prevent the incident from being reported - but the atrocity was of such a scale that it could not remain hidden. The military then tried protect the military officer, but the protests became more intense. It was the first time in the history of the country that a military officer was executed for killiing civilians. It was something absolutely unacceptable for the military - but they had no choice. But lessons are not learnt, although the military by now should realise that people will not forgive the military as easily it imagines. If ever a speeding miltary truck runs over anyone man, woman or child - that truck would be burnt and the drivers would be killed.
The people are just waiting for the right opportunity to present itself - so that every military officer no matter in which position he is - eliminated with extreme prejudice. People are fed up on the curtailment of all their freedom.
Right across the border in India, people do as almost as they please. There is no prohibition on liquor - many Pakistanis have changed their citizenship for this reason alone, so that they can drink and be merry. Go to discos and have a great time. It is only a matter of time when military repression will not longer be tolerated. Why should miltiary personnel drive around the airconditioned vans and cars? Why should they have free petrol and housing?
